Ontario Immigrant Nominee Program

What is it?

The Ontario Immigrant Nominee Program (OINP) is an economic immigration program designed to help Ontario meet its labour market and economic development priorities.

The program allows the Province of Ontario to nominate individuals who have the skills and experience, for permanent residency status. It is expected that qualifying individuals will move to Ontario, settle and contribute to Ontario’s economy. The program is also designed to help Ontario employers recruit and retain foreign workers.

The OINP is operated by the province of Ontario in partnership with the federal government through the regulatory body Immigration, Refugees and Citizenship Canada (IRCC). The OINP is responsible for considering each application and nomination for permanent residence status. Individuals who are nominated by the OINP may apply for permanent residency through IRCC, who in turn make the final decision. The IRCC has the authority to issue a permanent resident visas to successful applicants.

How do employers participate?

This program allows employers to:

  • Apply for the approval of permanent, full-time positions to be filled by foreign nationals
  • Recruit foreign nationals to fill those positions.

Ontario Immigrant Nominee Program (OINP) is also intended to help Ontario employers who are experiencing difficulty in hiring qualified, skilled workers.

Once approved Ontario employers are able to recruit foreign workers through the General Category. The OINP includes the International Masters Graduate stream and the International PhD Graduate stream, which applicants can also apply if they so choose.

How do individuals participate?

Individual who comply with all of the OINP requirements and who are nominated by the province, can apply for permanent residence status. Individuals applying via the International Students: Masters Graduate or PhD graduates streams can apply directly to OINP.

Nominated individuals must apply to the Immigration, Refugees and Citizenship Canada (IRCC), following which the IRCC conducts admissibility checks for health and security prior to approving permanent residence. Nominees may also apply to IRCC for a temporary work permit while their permanent residence application is being processed.

Applying for immigration can seem complicated when both the Provincial and Federal Governments play a role in the process.
